How to handle error 0x800CCC19? 

This is a common problem in Outlook Express 6 with certain file attachments in your POP3 mailbox. Technically it is called MIME types file attachments. You can observe the symptom such as a time-out error message.

Why does it happen? 

Usually this problem is occurred in the computers installed with Norton Antivirus version 2002 and 2003. Norton antivirus has a feature called e-mail scan. This problem can occur if the feature, antivirus e-mail scan is enabled in Norton antivirus program.This problem affects only Outlook Express 6. Whenever it tries to connect to the mail server to send or receive email, the Outlook Express 6 times out. It happens due to the functions "Scan incoming Email" and "Scan outgoing Email" may turn on.

Another solution: Change the settings in Norton Antivirus 

To solve this problem when you use Outlook or Outlook Express bundled with Norton antivirus program, following steps will help you to turn off or disable e-mail scanning.

•  Exit Outlook or Outlook Express.
•  Start Norton AntiVirus
•  Click Options.
•  In menu click Norton AntiVirus.
•  Norton AntiVirus Options dialog box appears.
•  Click Internet section.
•  Click Email.
•  Click to clear the check box for "Scan incoming Email" and "Scan outgoing Email"
•  Click OK.
•  Quit Norton Antivirus program.
